Responsibilities:

  • The estimator will offer a comprehensive estimating service to facilitate the assessment of new opportunities and the approval of projects within the company.
  • Additionally, the role encompasses estimating for Decommissioning, Operations, Exploration, and responding to 3rd party inquiries.
  • The role mandates the facilitation of all aspects of the estimating process, including planning, development, benchmarking, and review.
  • The estimator bears the responsibility of ensuring the quality of estimates for management and partners, playing a pivotal role in project decision-making.
  • Responsible for developing and managing all estimating deliverables for the project, providing support for cost risk modeling and benchmarking.
  • Ensure the proper application of company estimating function processes and procedures, including compliance checks of both internal, contractor, and/or alliance partner estimating deliverables.
  • Actively participate in a multidiscipline team, seeking advice and perspectives from colleagues and leaders to develop robust integrated estimates. Conduct commercial and technical reviews, and provide decisions and recommendations.
  • Prepare and review cost estimates, including calculating risk premiums and escalation requirements in accordance with company policies.
  • Develop estimates according to corporate standard WBS methodology for each project phase, reflecting project scope, interfaces, and execution methodology.
  • Collaborate with Planning and/or Cost Disciplines to align Cost/Estimate with Schedule.
  • Analyze and review estimates provided by contractor companies, internal corporate business units, and/or alliance partners.
  • Provide input to Corporate Business Controlling Group as part of the Long Range Planning process, as needed.
  • Perform estimate close-out activities to ensure proper data experience capture.
  • Assist with the maintenance, development, and quality assurance of estimation tools and methods.
  • Present estimates for project management and project assurance reviews for approval.
  • Ensure traceability of estimates anchored on the basis of the Norwegian experience database & industry benchmarks.
  • Ensure agreement on estimate premise, work scope, and interpretation of input.
  • Conduct quality control of contractors’ cost estimates to meet company requirements.
  • Develop project estimates, basis of estimate, benchmarking, and estimate reports for various project costs associated with the project.
  • Ensure company’s estimation procedures underlie and are used for all cost estimates.
  • Ensure quality of estimating input from other company business units.
  • Assist with maintaining and updating the company’s experience database of “As-Built” data, including rates, norms, and estimation factors.
  • Coordinate all disciplines internally to ensure estimates reflect the current status/maturity of design.
  • Implement and coordinate cost risk analysis as required.

Required Expertise:

  • Bachelor’s degree in Engineering/Economics or equivalent education.
  • Minimum of 5 years of experience in a similar project estimation position within the oil and gas industry, including a minimum of 3 years as a cost estimator in large construction projects (10 years if lacking an engineering qualification).
  • In-depth understanding of offshore development project execution methodology and associated Decision Gate processes.
  • Advanced proficiency in Microsoft Excel software.
  • Experience in preparing estimates according to the Norwegian standard cost coding system.
  • Familiarity with the Norwegian estimate classification system and its application.
  • Proficiency in benchmarking project cost estimates and writing project estimate reports and the basis of estimate.
  • Ability to quantify project risks and their potential impacts on the project estimate.
  • Experience in building and running risk models using industry-standard tools is desirable.
  • Experience in presenting project estimates to management and project assurance reviews.
  • Desirable experience in tender evaluations, bid check estimates preparation, and review of bid quantities.
  • Strong problem-solving and analytical skills with a self-starter attitude.
  • Ability to work independently, manage processes, and proactively engage.
  • Positive, service-minded, and quality-conscious with strong communication skills, open to giving and receiving constructive feedback.
